ปัจจุบัน กทม.ประชาสัมพันธ์ขั้นตอนการขอภาพจาก CCTV ว่ามีเพียง 4 ขั้นตอน [1]

  1. ตรวจสอบว่ามีกล้องวงจรปิดในพื้นที่หรือไม่ พร้อมจดหมายเลขกล้อง วัน เวลา และสถานที่เกิดเหตุ

  2. แจ้งความประสงค์ขอดูภาพได้ ส่งคำร้อง โทรแจ้ง และที่ศูนย์ CCTV ทั้ง 13 แห่ง

  3. แจ้งความที่สถานีตำรวจในท้องที่ที่เกิดเหตุ

  4. ติดต่อขอรับภาพด้วยตนเอง พร้อม 1) บัตรประชาชน 2) ใบลงบันทึกประจำวัน 3) DVD บันทึกภาพ

ปัญหา

  1. กระบวนการขอภาพจะต้องใช้เลขกล้องซึ่งสามารถหาได้ที่เสาที่ติดตั้งกล้องเท่านั้น ไม่สามารถดูได้จากออนไลน์ ส่วนภาพจากกล้อง CCTV แบบทันการณ์ที่รับชมผ่าน  bmatraffic จะมีเฉพาะภาพจากกล้องเพื่อการจราจรเท่านั้น กล้องเพื่อความปลอดภัยในจุดอื่น ๆ ไม่สามารถดูออนไลน์ได้ 

  2. ตลอดกระบวนการขอภาพ CCTV ประชาชนจะต้องไปสถานที่ตำรวจนครบาล และต้องนำหลักฐานแจ้งกับศูนย์ CCTV จึงจะได้ภาพ คอขวดสำคัญในการเข้าถึงภาพบันทึกจากกล้องวงจรปิดของ กทม.คือความไม่เชื่อมต่อระหว่างหน่วยงานที่เกี่ยวข้อง นำมาซึ่งขั้นตอนที่เป็นภาระของประชาชนที่ต้องไปดำเนินการในหลายหน่วยงาน

ดังนั้น กทม.จะดำเนินการเกี่ยวกับการขอดูภาพ CCTV ดังนี้

  1. เพิ่มช่องทางการดำเนินการขอภาพ CCTV ผ่านระบบออนไลน์ กทม.

  1.1 หาเลขกล้อง CCTV ได้ผ่านระบบออนไลน์ ไม่ต้องลงสำรวจ ณ จุดเกิเดเหตุ

  1.2 แจ้งความที่สถานีตำรวจในท้องที่ที่เกิดเหตุ

  1.3 กรอกและส่งเอกสารทั้งหมดผ่านระบบออนไลน์ของ กทม.และรอรับภาพทางออน์ไลน์

  2. ศึกษาความเป็นไปได้ในการประสานงานร่วมกับตำรวจ ในการส่งต่อข้อมูลลดขั้นตอนการขอภาพของประชาชน

  2.1 หาเลขกล้อง CCTV ได้ผ่านระบบออนไลน์ ไม่ต้องลงสำรวจ ณ จุดเกิดเหตุ

  2.2 แจ้งความที่สถานีตำรวจในท้องที่ที่เกิดเหตุ และตำรวจประสานงานส่งต่อเอกสารกับ กทม.

  2.3 กทม.จัดส่งภาพ CCTV ให้ประชาชนผ่านระบบออนไลน์โดยที่ประชาชนไม่ต้องติดต่อ กทม.

BMA's current procedures for requesting CCTV footage involve 4 steps [1].

  1. Check if there is a CCTV in the area. Write down the camera number, as well as the date and time of the incident.

  2. A request can be submitted at all 13 CCTV centers.

  3. The applicant must report the incident at a local police station.

  4. The applicant must receive the requested footage in person, together with 1) ID card 2) daily report from the police 3) and a DVD to record the footage

Throughout the process, the applicant must travel to the CCTV center twice, and another trip to a local police station just to get their hands on the footage. Such disconnection between departments proves to be an issue that leads to multi-agency procedures and time-consuming travels between BMA's office and a local police station.

In addition to the multiple trips, the 13 CCTV centers in Bangkok are unable to provide the footage of every corner in Bangkok. The applicant must check exactly which center can provide footage that covers the location of the incident [2].

Therefore, BMA will restructure the procedures as follows:

  1. Operate through BMA's online system.

  1.1 Check if there is a CCTV or a bmatraffic checkpoint in the area. Write down the camera number, as well as the date and time of the incident.

  1.2 The applicant must report the incident at a local police station.

  1.3 Complete and submit all documents via BMA's online system and wait for the footage, which will be sent online.

  2. Study the possibility of streamlining the procedures between BMA and police stations in Bangkok, in order to reduce the procedures and able to obtain the footage directly at the police stations.
