โดยปกติงบประมาณของ กทม.จะใช้งบประมาณของปีก่อนหน้าเป็นฐานและปรับเพิ่มสำหรับปีงบประมาณใหม่ การทำงบประมาณในลักษณะนี้อาจไม่ได้สะท้อนสถานการณ์จริง

ดังนั้น กทม.จะจัดทำงบประมาณแบบ zero-based budgeting โดยพิจารณางบประมาณใหม่ทุกรายการ ไม่ใช่เพียงใช้งบประมาณของปีที่แล้วเป็นฐานเพื่อปรับความเหมาะสมของการจัดสรรงบประมาณไปในจุดต่างๆ เพื่อประสิทธิภาพและความต้องการสูงสุด รวมถึงการทบทวนและปรับลดค่าใช้จ่ายที่ไม่จำเป็นในการปฏิบัติงานของ กทม.

BMA’s annual budget is usually based on that of the previous year with some increases. This, however, may not reflect the actual situation.

The BMA plans to use zero-based budgeting scheme with careful reconsideration of all budget items and to not solely base it on the previous year’s budget in order to adjust the appropriateness of budget allocation in various points for maximum efficiency and demand, in addition to reviewing and reducing BMA’s unnecessary expenses.
