หาบเร่แผงลอยเป็นกลไกที่สำคัญในเชิงเศรษฐกิจต่อคนกรุงเทพฯ ทั้งในแง่การเชื่อมโยงกับเศรษฐกิจฐานรากและการเป็นแหล่งอาหารราคาประหยัดเพื่อลดค่าครองชีพให้กับคนเมือง (อ้างอิงจากกิจกรรม ‘ชัชชาติชวนคิด’ ที่สอบถามความคิดเห็นประชาชนเกี่ยวกับมุมมองที่มีต่อหาบเร่แผงลอย [1])

ดังนั้น เพื่อพัฒนาให้ผู้ค้าหาบเร่แผงลอยมั่นคงขึ้น สามารถต้านทานสภาวะทางเศรษฐกิจที่ผันผวนสูงได้ กทม.จะสนับสนุนให้ผู้ค้ามีความมั่นคงในการค้า (social mobility) ผ่านการประสานความร่วมมือกับหน่วยงานต่าง ๆ ตั้งแต่ 

  1. การจัดหาเงินทุน - กทม.ประสานข้อมูลการค้า ข้อมูลการดำเนินการในอดีต และขีดความสามารถในการทำการค้าของผู้ค้าให้กับสถาบันทางการเงินของรัฐและเอกชนเพื่อจัดหาสินเชื่อดอกเบี้ยต่ำ ลดต้นทุนในการทำธุรกิจ 

  2. การบริหารจัดการ - กทม.ประสานงานกับ อสท. (อาสาเทคโนโลยี) ประจำชุมชนให้ช่วยเหลือในด้านการบริหารจัดการภายในร้านค้า (เช่น จัดการสินค้าคงคลัง การจัดการรายรับ-รายจ่าย) ผ่านการนำเทคโนโลยีเข้ามาเป็นตัวช่วยในการควบคุม 

  3. การจัดหาพื้นที่ - กทม.ประสานงานกับเอกชนและภาครัฐในพื้นที่เพื่อจัดหาพื้นที่เช่าราคาประหยัดสำหรับผู้ค้าที่ต้องการพื้นที่ทำการค้าถาวร

Details

Hawker stalls are a significant part of the economy as they connect with grassroots economy and function as the source of inexpensive food, which reduce cost of living for urban people. 

Therefore, to develop stable hawker stalls to withstand the highly volatile economic conditions, BMA will support venders to have stability in trade (social mobility) through cooperation with various agencies in the following attempts:

  1. Financing – The BMA will submit previous trade data and the capacity of vendors to public and private financial institutions to provide low interest loans in order to reduce the cost of their businesses

  2. Management – The BMA will coordinate with Technology Volunteers in communities to assist with stall management, such as inventory management, income – expense management) by applying technology.

  3. Space allocation – The BMA will coordinate with the private and public sectors in the area to provide affordable rental spaces for vendors who need permanent commercial space.
