  - ห้องน้ำสาธารณะที่มีคุณภาพ ครอบคลุมการใช้งาน เข้าถึงง่าย

ห้องน้ำในพื้นที่สาธารณะและสถานีขนส่งสาธารณะเป็นสิ่งที่จำเป็นสำหรับการใช้งานของประชาชน โดยหากดูจากกฎหมายที่เกี่ยวข้อง (กฎกระทรวงฉบับที่ 39 ปี 2537 [1] และ 63 ปี 2551 [2] ที่ออกตาม พรบ.ควบคุมอาคาร และข้อบัญญัติกรุงเทพมหานครเรื่องควบคุมอาคาร ปี 2544 [3]) จะพบว่า มีการกำหนดจำนวนห้องน้ำต่อพื้นที่ไว้สำหรับอาคารประเภทต่าง ๆ  เช่น อาคารสถานีขนส่งมวลชนต้องมีห้องส้วมชาย 2 ห้อง หญิง 5 ห้อง และที่ปัสสาวะชาย 4 ที่ต่ออาคาร 200 ตร.ม. สถานกีฬาต้องมีห้องส้วมชาย 1 ห้อง หญิง 2 ห้อง และที่ปัสสาวะชาย 2 ที่ต่ออาคาร 200 ตร.ม. หรือ 100 คน ซึ่งแม้ว่าจะมีกฎหมายจะระบุให้มีห้องน้ำขั้นต่ำไว้แต่บางครั้งก็ยังไม่เพียงพอ เช่น ไม่มีการกำหนดให้ต้องมีการสร้างห้องอาบน้ำในสถานกีฬา นอกจากนี้การเข้าถึงห้องน้ำที่สร้างไว้ก็เป็นอีกหนึ่งปัญหาที่เกิดขึ้นกับประชาชน เช่น ต้องขอให้พนักงานสถานีรถไฟฟ้า (โดยเฉพาะในส่วนสัมปทานหลัก) เปิดห้องน้ำให้หากมีความต้องการใช้

ดังนั้น เพื่อสร้างความสะดวกสบายในการชีวิตให้กับประชาชน กทม. จะดำเนินการดังนี้

  1. เพิ่มปริมาณห้องน้ำให้ครอบคลุม 

  1.1 ทบทวนข้อบัญญัติกรุงเทพมหานครเรื่องควบคุมอาคาร เกี่ยวกับการปริมาณห้องอาบน้ำขั้นต่ำโดยเฉพาะสำหรับสถานกีฬาและสวนสาธารณะ นอกจากนี้ กทม. จะทบทวนและเพิ่มปริมาณห้องน้ำในสถานที่ที่อยู่ในการดูแลของ กทม. เช่น สถานีรถไฟฟ้า สวนสาธารณะ ลานกีฬา ให้มีเพียงพอต่อความต้องการของประชาชน ตัวอย่างสถานที่ เพิ่มห้องน้ำสาธารณะที่สามารถเข้าถึงได้บริเวณริมรั้วสวนลุมฯ เพื่ออำนวยความสะดวกให้กับประชาชนที่มารอรถเมล์

  1.2 รวบรวมเครือข่ายห้องน้ำของเอกชน ที่ประสงค์จะเปิดให้ประชาชนทั่วไปเข้าใช้อย่างสาธารณะ มาเป็นเครือข่ายห้องน้ำสาธารณะ กทม.

  2. เพิ่มการเข้าถึงห้องน้ำให้ประชาชนมีอิสระในการเข้าห้องน้ำ ไม่จำเป็นต้องขออนุญาตจากพนักงาน โดยเฉพาะบนสถานีรถไฟฟ้า นอกจากนั้น กทม. จะปรับให้ห้องน้ำสาธารณะทุกห้องที่อยู่ในการดูแลของ กทม. สามารถเข้าใช้ได้ฟรีโดยไม่มีการเก็บค่าใช้จ่าย

  3. เพิ่มคุณภาพห้องน้ำ กทม.จะจัดสรรพนักงานเข้าดูแลความสะอาดห้องน้ำอย่างสม่ำเสมอ พร้อมกับตรวจสอบอุปกรณ์ภายในห้องน้ำให้มีพร้อมใช้งาน และเพียงพอกับความต้องการ เช่น สายชำระ กระดาษชำระ สบู่ล้างมือ

  4. มีห้องน้ำคนพิการรองรับ และมีปุ่มฉุกเฉินสำหรับแจ้งเจ้าหน้าที่ที่เกี่ยวข้องเมื่อเกิดเหตุ

  5. ปักหมุดแผนที่ห้องน้ำสาธารณะ กทม.ลง Google Map เพื่อให้ประชาชนทราบได้ว่า กรุงเทพฯ มีห้องน้ำสาธารณะที่ใดบ้างและยังสามารถให้คะแนนห้องน้ำผ่าน Google Map ได้เลย โดยเจ้าหน้าที่จะคอยติดตามการให้คะแนนอยู่เสมอและพัฒนาห้องน้ำให้พร้อมใช้งาน สะอาดอยู่เสมอ

Public restrooms and bus stations are necessary for public use. By looking at the relevant laws (Ministry Regulation No. 39 B.E. 2537 [1] and No. 63 B.E. 2551 [2], as issued under Building Control Act., and BMA's Building Regulations, B.E. 2544 [3]), a certain number of restrooms is required for various types of buildings, for example, a mass transit station must have 2 restrooms for men, and 5 for women, and 4 urinals per 200 sq.m. A sports facility must have 1 restroom for men, 2 for women, and 2 urinals per 200 sq.m. These requirements, however, often do not meet public demand. For example, there is no requirement for a sports facility to have a shower room. In addition, access to public restrooms sometimes requires permission from an officer, e.g., at various BTS stations (especially the main lines under the concession granted by the government).

Therefore, to offer convenience to its people, BMA will be taking the following measures:

  1. Increase the number of public restrooms and revise the Building Regulations regarding the minimum number of shower rooms, especially for sports facilities and parks. BMA will also review and increase the number of restrooms in places under BMA's responsibility, such as train stations, parks, and sports fields, to match public demand. Public restrooms at Lumphini Park, for example, will become more accessible for citizens waiting for the bus nearby.

  2. Improve accessibility for public restrooms where permission is not required, especially on BTS stations. BMA will also make all restrooms under its responsibility free of charge.

  3. BMA will assign staff to regularly inspect the cleanliness of the restrooms and maintain the readiness of all restroom equipment including hoses, toilet paper, and soap.

  4. Public restrooms are available for people with disabilities, including an emergency button to call for help.

  5. All public restroom locations will be pinned on Google Map in order to inform Bangkok residents, and users can rate each restroom directly via Google Map. Furthermore, BMA staff will constantly track the rating system and improve restrooms to be ready for use and clean.
