กรุงเทพฯ มีวินจักรยานยนต์สาธารณะทั้งสิ้น 5,567 วิน[1] การกำกับดูแลวินจักรยานยนต์สาธารณะเป็นอำนาจของคณะกรรมการประจำกรุงเทพมหานคร คณะอนุกรรมการประจำกรุงเทพมหานคร (ผู้อำนวยการสำนักเทศกิจ กรุงเทพมหานคร และผู้อำนวยการสำนักการจราจรและขนส่ง กรุงเทพมหานคร เป็นกรรมการ) [2] และคณะอนุกรรมการประจำกรุงเทพมหานคร (พื้นที่1-5) (ผู้อำนวยการเขตกรุงเทพมหานคร ประธานอนุกรรมการ)[3] 

จากหนังสือคำสั่งคณะกรรมการประจำจังหวัดกรุงเทพมหานคร ที่ 1/2557 เรื่อง แต่งตั้งคณะอนุกรรมการประจำกรุงเทพมหานคร ได้กำหนดหน้าที่ของคณะอนุกรรมการ จากรายละเอียด กทม.ไม่มีอำนาจหน้าที่ในการกำกับดูและวินมอเตอร์ไซค์โดยตรง แต่ในฐานะเจ้าบ้าน กทม.จะละเลยปัญหาหลักของเรื่องวินมอเตอร์ไซค์ไม่ได้ เช่นประเด็นค่าโดยสารที่แพงกว่าที่ป้ายและแพงกว่าข้อกำหนดของกรมการขนส่งทางบก และการขับรถอันตราย ผิดกฎจราจร เป็นต้น

ดังนั้น กทม.จะเพิ่มฟังก์ชั่นการแจ้งปัญหาวินมอเตอร์ไซค์ในเครื่องมือแจ้งปัญหาเมืองฟองดูว์ เพื่อให้ประชาชนสามารถแจ้งปัญหาวินมอเตอร์ไซค์ที่พบเจอได้ โดย กทม.จะดำเนินการส่งเรื่องต่อไปยังหน่วยงานที่เกี่ยวข้อง และอาศัยกลไกคณะอนุกรรมการในการผลักดันรายงานวินฯ ที่ได้รับการร้องเรียนเพื่อให้คณะอนุกรรมการออกมาตรการดำเนินการ 

หน้าที่คณะอนุกรรมการมีดังนี้

  1. กำหนดสถานที่รอรับคนโดยสาร (วิน) กำหนดเส้นทางหรือท้องที่ในการรับจ้างบรรทุกคนโดยสาร ออกหนังสือรับรองการจัดตั้งสถานที่รอรับคนโดยสาร (วิน) และออกหนังสือรับรองการใช้จักรยานยนต์สาธารณะตามหลักเกณฑ์ที่คณะกรรมการประจำกรุงเทพกำหนด

  2. กำหนดอัตราค่าจ้างบรรทุกคนโดยสารในแต่ละเส้นทางหรือท้องที่ แต่ทั้งนี้ต้องไม่เกินอัตราที่กำหนดในกฎกระทรวง

  3. ถอดชื่อออกจากบัญชีรายชื่อผู้ขับรถจักรยานยนต์สาธารณะ

  4. เสนอแนะเกี่ยวกับการจัดระเบียบรถจักรยานยนต์สาธารณะให้คณะกรรมการประจำกรุงเทพมหานครทราบ

  5. ดำเนินการอื่นที่คณะกรรมการประจำกรุงเทพมหานครมอบหมาย

  6. ดำเนินการอื่นที่จำเป็นในการจัดระเบียบรถจักรยานยนต์สาธารณะแล้วรายงานให้คณะกรรมการประจำกรุงเทพมหานครทราบ

Bangkok has a total of 5,567 motorcycle taxi ranks [1] under the supervision of BMA Committee and BMA Subcommittee (with Director of Municipal Affairs Department and Director of Traffic and Transport Department as members) [2] and BMA Subcommittees (for Areas 1 to 5) (District Director as Chairperson) [3].

The BMA Committee’s Order No. 1/2014, regarding the appointment of BMA Subcommittee, has set the duties of the Subcommittee. In its details, BMA has neither the authority nor duty to directly supervise the motorcycle taxi service. However, as the host of Bangkok, BMA cannot ignore its major problems. For example, its actual fares are frequently higher than those announced at the rank signs and those set by the Department of Land Transport; in addition, some are riding recklessly and others violating traffic rules, etc.

BMA plans to add a function in its city problem reporting tool “Fondue” where the public can report motorcycle taxi problems they encounter. The BMA will then forward the matter to relevant agencies and rely on the Subcommittee's mechanism to develop these complaints into its operational measures on motorcycle taxi service.

The Subcommittee’s duties are as follows:

  1. To designate areas for motorcycle taxi ranks, to designate service routes or areas of each rank; to issue certificates for motorcycle taxi ranks and to issue certificates for motorcycle taxi services in accordance with the rules set by BMA Committee;

  2. To set the service rate for each route or neighborhood, which shall not exceed that prescribed by the relevant Ministerial Regulation;

  3. To remove names from the list of motorcycle taxi riders;

  4. To give suggestions on the organization of motorcycle taxis to the BMA Committee;

  5. To perform other tasks as assigned by the BMA Committee; and

  6. To take other necessary actions in its organization of motorcycle taxis and report to the BMA Committee.
