  - การรักษาพยาบาลคุณภาพดี ด้วยการส่งต่อข้อมูลและส่งตัวผู้ป่วยแบบไร้รอยต่อ

ปัจจุบันฐานข้อมูลผู้ป่วย (data patient) ภายใต้ระบบบริหารจัดการข้อมูล (HIS: Hospital Information System) ภายในสถานพยาบาลของรัฐและเอกชนถูกบริหารแยกขาดจากกัน ทำให้การส่งต่อการรักษาผู้ป่วย (refer) ตลอดจนการเปลี่ยนสถานพยาบาลจากผู้ป่วยเองทำได้ยากลำบาก ด้วยสาเหตุและอุปสรรคจากการแลกเปลี่ยนข้อมูลประวัติสุขภาพและประวัติการรักษาโรค 

ดังนั้น กทม.จะผลักดันการบูรณาการฐานข้อมูลผู้ป่วยต้นแบบ โดย

  - นำร่องจากการบูรณาการฐานข้อมูลระหว่างสถานพยาบาลหลักภายใต้สังกัด กทม. และเชื่อมต่อข้อมูลร่วมกับสถานพยาบาลปฐมภูมิประเภทศูนย์บริการสาธารณสุขทั่วกรุงเทพฯ

  - ส่งเสริมและลงทุนการใช้เทคโนโลยีในการจัดการข้อมูล ผ่านการกำหนดมาตรฐานชุดข้อมูล (data standard set) เพื่อการบริการข้อมูลผู้ป่วย การรักษาฉุกเฉินเร่งด่วน (Emergency Medical Services: EMS) และการส่งตัวต้องไร้รอยต่อ (e-Refer)

  - อนาคตจะมีการผลักดันสู่การสร้างระบบข้อมูลสุขภาพอิเล็กทรอนิกส์ (Electronic Health Record: EHR) รวมถึงการบูรณาการการจัดการระหว่างกันของสถานพยาบาล ทั้งเรื่องการบริหารจัดการเตียง (Load Capacity) และการบริหารจัดการเจ้าหน้าที่ทางการแพทย์เฉพาะทางขั้นสูงที่มีจำนวนจำกัด เป้าหมายเพื่อดูแลรักษา ป้องกันการสูญเสียและเจ็บป่วยรุนแรงในประชาชนชาวกรุงเทพฯ

  - High quality medical care, enabled with seamless systems for transferring patients and health data

Details

Patient databases, stored in the hospital information system (HIS), of public and private hospitals are managed separately, making it difficult for doctors to refer patients, as well as for patients who wish to move from one hospital to others, as medical history is not readily available for transfer.

Hence, the BMA will initiate a pilot incorporated system of patient database by:

  -   Incorporating databases of the 12 main hospitals under the BMA, connecting them to such primary medical care facilities as the 69 public health centers across Bangkok.

  -   Promoting and investing in information technologies to establish the data standard set in order to facilitate transfer of patients’ data, emergency medical services (EMS), and seamless reference of patients. (e-Refer)

  -   Pushing for electronic health record (EHR) to be set up, creating network between hospitals in managing load capacity, limited number of medical specialists, treatment goals, as well as loss and injury prevention.
