คนกรุงเทพฯ ได้อะไร

- เดินทางในกรุงเทพฯ ด้วยขนส่งสาธารณะได้สะดวกยิ่งขึ้นจากข้อมูลที่ชัดเจน เป็นปัจจุบัน ไม่สับสน

ปัจจุบันประชาชนไม่สามารถเข้าถึงข้อมูลขนส่งสาธารณะที่เข้าใจง่ายและเป็นระบบได้ เนื่องจากไม่มีการรวมข้อมูลทั้งหมดไว้ในที่เดียว ข้อมูลที่เปิดเผยต่อสาธารณะไม่เป็นปัจจุบัน และยังไม่มีการบันทึกข้อมูลการเดินทางบางประเภท เป็นต้น

ปัญหาข้างต้นมาจากหลายสาเหตุ เช่น

- หน่วยงานที่กำกับขนส่งสาธารณะมีหลายหน่วยงาน

- กรมการขนส่งทางบกกำหนดให้รถโดยสารสาธารณะทุกประเภทที่จดทะเบียนใหม่หลังปี พ.ศ. 2559 ต้องติด GPS แต่ไม่บังคับใช้กับรถเก่า และไม่บังคับใช้กับรถโดยสารสองแถว อีกทั้งยังไม่ได้มีข้อกำหนดเรื่องการแสดงผลข้อมูล

- ขสมก. ที่กำกับดูแลรถโดยสารประจำทางเปิดเผยข้อมูล GPS ให้กับเอกชนที่ทำแอพพลิเคชั่นเพียงรายเดียวเท่านั้น

- กทม. โดยฝ่ายข้อมูลและแผนงาน กองสารสนเทศภูมิศาสตร์ สำนักยุทธศาสตร์และประเมินผล ได้จัดทำ ‘ระบบให้บริการแผนที่ร่วม (GIS Common Data)’ ที่แสดงข้อมูลประเด็น จราจรและขนส่งในหลากหลายหมวดหมู่บนเว็บไซต์ แต่ขาดข้อมูลด้านรถโดยสารประจำทาง นอกจากนี้ยังพบว่าข้อมูลบางส่วนไม่เป็นปัจจุบัน เช่น ยังคงมีข้อมูลรถไฟฟ้าเชื่อมสนามบิน (ARL) สาย Express ที่ยกเลิกให้บริการตั้งแต่ พ.ศ. 2561

ดังนั้น กทม.จะเป็นเจ้าภาพประสานความร่วมมือขอข้อมูลทั้งหมดที่เกี่ยวข้องกับการเดินทางจากกระทรวงคมนาคมและทุกหน่วยงานที่เกี่ยวข้อง หากไม่สามารถดำเนินการได้ กทม.จะร่วมมือกับเอกชนในการพัฒนาระบบเก็บข้อมูลการเดินทาง อาทิ เก็บข้อมูลขนส่งสาธารณะจากกล้อง CCTV และเปิดเผยต่อสาธารณะ ในรูปแบบของ API เพื่อให้ทุกคนสามารถเข้าถึงข้อมูลการเดินทางได้ โดยในเบื้องต้นมีแผนประสานความร่วมมือเชื่อมต่อกับ Google Map โดยครอบคลุมในเขตกรุงเทพฯ และพื้นที่ต่อเนื่อง ทั้งระบบรถ จักรยานยนต์ จักรยาน ราง เรือ ทางข้าม และพร้อมรองรับเพิ่มเติมสำหรับระบบการเดินทางใหม่ที่จะเกิดขึ้นในอนาคต

What will Bangkok residents get?

- More convenient travel in Bangkok’s public transportations with clear, up-to-date and unbaffled information

Currently, people do not have access to comprehensible and systematic public transport information because, for example, all related information is neither in one place and up-to-date and information on some means of public transformation is not recorded.

- These problems are due to several reasons such as:

- Public transportation is managed by several different agencies;

- The Ministry of Transport’s Department of Land Transport (DLT) requires that all new public buses, registered after 2016, be equipped with Global Positioning System (GPS), but this does not apply to older ones and minibuses. Plus, there are no terms on data display.

- Bangkok Mass Transit Authority (BMTA), which supervises public buses, discloses its GPS data exclusively to one private company which operates the application.

BMA’s Information and Planning Section, Geographic Information Division, Strategy and Evaluation Office has developed a 'GIS (Geographic Information System) Common Data’ to provide many categories of traffic and transportation information on its website. However, this still lacks information on public buses and part of it is not up-to-date—there remains, for example, information on the Airport Rail Link’s (ARL) Express line, discontinued since 2018.

The BMA plans to be the host of cooperation requesting all related travel information from the Ministry of Transport and all relevant agencies. If this is not possible, BMA will cooperate with the private sector in developing a travel data collection system such as collecting public transportation information from CCTV cameras to be publicized in the form of an API (Application Programming Interface) for everyone’s access to travel information. An initial plan is to cooperate with Google Map, covering Bangkok and its vicinities, including information on bus, motorcycle, bicycle, rail, boat, and crosswalk systems, and to prepare to accommodate new travel systems in the future.
